My take is that once the disease reached the lower income minority populations in each state it didn't matter what you shutdown or how many masks you wore. If you live with family who may not be insured and/or a "legal" resident and struggling to get by during one of the most desperate economic crises then chances are you were out and about everyday looking or work and taking whatever you could find wether you were sick or not. With no help at all from their government what else could you do?

California is a tale of two
California is a tale of two states. Same policies very different outcomes. I'll leave figuring out why to other people.
Deaths per 100K pop:
LA County 214
SF 48
Alameda 74
Santa Clara 93
