COVID death rates per state

California and Florida with essentially the same death rate. Given each state's markedly different approach, why are they so adjacent to each other?

Trump didn't die. None of his crew died. 

My take is that once the disease reached the lower income minority populations in each state it didn't matter what you shutdown or how many masks you wore. If you live with family who may not be insured and/or  a "legal" resident and struggling to get by during one of the most desperate economic crises then chances are you were out and about everyday looking or work and taking whatever you could find wether you were sick or not. With no help at all from their government what else could  you do?
