Remember Streisand's farewell tour where people spent thousands to get a ticket to her last show. Well she's a scumbag because she came back and toured again. I would be pissed if I payed ton's of cash to see her. People should have sued her!
Unless she knowingly promoted it as a "final tour" with no intention of actually stopping, don't think she would be liable. Absent some smoking gun memo or email where she admits hoodwinking the fans or otherwise confirms she had future tour plans, it would be hard to prove she never intended to stop touring after the "final tour." All she would have to say is "I really did intend it as my final tour, but once I got out on stage, sang the final number and saw how happy the fans were, I had to keep sharing my music with the world."

David Bowie's Sound+Vision tour 1990 was billed as the last time Bowie would play hits back catalog of hits.
Didn't really work out that way. I saw a couple shows on that tour, paid $100 for one ticket. I also found either a fifty, or could have been a hundred dollar bill at the show.
