"recommend" is a specific term with specific implications when it is applied to doctors/medicine. so because there are no clinical trials yet, they cannot recommend that people use it or physicians prescribe it. the fact that they do not or cannot reccomend a drug does not mean it wont be effective, and it does not mean there isnt any evidence it will be effective, it just means clinical trials have not been done yet.
in the process of drug development, there are many phases of study before clinical trials, much like the studies i linked to above. so right now the drug is showing promise, and many people are hopeful about it due to the studies that have been done, but the fda or cdc as a matter of procedure will not officially recommend any drug that has not undergone clinical trials.

not really...the early studies and literature are what they are - promising and worthy of more consideration but not conclusive. the conclusive final results being positive or negative dont change the early reports. i never said i thought it would surely be effective or that people should take it, just that it was worthy of consideration, and it seemed like lots of folks were discounting it just because it was mentioned by trump.

he obviously should have known not to mention the name of a specific drug to a population that is stupid enough to hoard toilet paper. the info was already public before he said anything, folks who want to read and learn about these types of things have already heard about the drug, and obviously mentioning it in the way he did to a panicked public was unnecessary and stupid, but this drug could potentially save people's lives and relieve strain on the hospital system.
personally, im confident in my ability to find the dose i would need to take and measure it properly in order to not overdose and make sure im taking an effective dose, but IMO when you are talking about a brand new virus, where people are learning new things every day, and there is so little research or experience to go on, i wouldnt be comfortable self medicating with any kind of drug that has strong effects on the immune system unless i was in serious danger of death or permanent effects on the body...and if ive gotten to that point, ill likely be in the hospital, possibly hooked up to a ventilator, and in no position to carry out self medication under the noses of the doctors caring for me.

Trump suggested to reporters that the FDA had just cleared the drug specifically for the viral pandemic spreading in communities across the U.S. That would mean that the drug had met the FDA's standards for safety and effectiveness. As per Donald “If chloroquine or hydroxychloroquine works, or any of the other things that they're looking at that are not quite as far out ... your numbers are going to come down very rapidly.”
The drugs he is referring to are for treatment in patients already infected. That doesn't prevent spread of the virus. One study is testing chloroquine to try to protect health care workers at highest risk of infection, because a vaccine is likely a year or more away.
FDA Commissioner Dr. Stephen Hahn emphasized that the drug still needs testing to determine if it can help patients. He said chloroquine would have to be tested in “a large pragmatic clinical trial to actually gather that information.”

drugs do not magically gain a mechanism of action when the FDA approves it - there are many things related to drugs, that im assuming we all accept as fact, despite it not being approved by the fda or verified by clinical trials when it comes to recreational drugs like cannabis or LSD. saying that a drug is not FDA approved to treat a certain condition is not an argument against that drug potentially being able to treat a certian condition. cannabis obviously helps people with insomnia, helps people with anxiety, helps people with glaucoma, and helps people deal with the side effects of chemo - but cannabis is not fda approved for any of those things. does that mean we should jump down the throats of anyone who claims cannabis helps them sleep at night? of course not! obviously cannabis helps people sleep at night, and just like in this case with chloroquine and covid19, there would be a huge difference between a govt official saying "cannabis may help with insomnia, it looks very promising and is being investigated by the fda", and a govt official saying "cannabis is a cure for insomnia and americans should seek it out and use it". the first statement is an objective fact, drawing on what limited peer reviewed data we have, and the second statement is both blatantly false and is explicitly encouraging people to self medicate with a drug that may have negative consequences.
there is nothing wrong with suggesting a drug that has been FDA approved for a different condition is being investigated for efficacy and safety against sarscov2, and that it shows promise.
again, i do think he perhaps shouldnt have named the drug in the midst of a crisis that is already inducing panic and hoarding among the general population, and like with many subjects he is painting the situation as much better than it currently is - but on the other hand, should the president of the united states have to censor basic medical info from his press briefings on what may be the largest medical crisis of our time, because a small group of people are stupid enough to self medicate for a virus nobody understands yet, with a drug they themselves dont understand, and to not properly measure the doses of said drug?

How is the CDC wrong and
because a doctor, or agency like the fda or cdc cannot recommend or prescribe a substance that has not undergone clinical trials. "recommend" is a specific term with specific implications when it is applied to doctors/medicine. so because there are no clinical trials yet, they cannot recommend that people use it or physicians prescribe it. the fact that they do not or cannot reccomend a drug does not mean it wont be effective, and it does not mean there isnt any evidence it will be effective, it just means clinical trials have not been done yet.
in the process of drug development, there are many phases of study before clinical trials, much like the studies i linked to above. so right now the drug is showing promise, and many people are hopeful about it due to the studies that have been done, but the fda or cdc as a matter of procedure will not officially recommend any drug that has not undergone clinical trials.
so the drug both shows promise as a potential sarscov2 treatment, and cannot be reccomended by the cdc as a treatment because clinical trials have not been done yet.

Ohio Dept of Health BANS hydroxychloroquine in treating COVID19
From the Ohio Department of Health: On July 30, 2020, Board of Pharmacy rule 4729:5-5-21 of the Administrative Code goes into effect. In general, the rule prohibits all terminal distributors (including pharmacist, prescriber clinics, out-of-state pharmacies, and institutional facilities) from selling or dispensing hydroxychloroquine and chloroquine for the treatment or prevention of COVID-19. Please be advised that this rule replaces emergency rule 4729-5-30.2 and that all approvals for the use of these medications made under that rule are no longer applicable.
