I think there are other factors at play than race to the different government reaction to the crack cocaine epidemic of the 1990's and the opioid epidemic of today.
People abusing the euphoric drugs, specifically cocaine and methamphetamine, are more prone to psychotic breakdowns and acts of extreme violence. A lot of people were getting shot and killed during the Crack Wars, and not just by the cops. Opioid addicts present different issues. They are more of a danger to themselves than to others. They overdose and, if lucky, get given some Narcan and survive, but just as often they die, last year in record numbers, 96,000 Americans. More than died in Vietnam and Korea combined. People who are od'ing aren't knocking off the local mini-mart and killing the owners. That was happening during the crack epidemic. The two situations are apples and oranges from a law enforcement perspective.

No doubt, Joe. It's a complex problem and requires a complex solution. I'm not saying that the crack cocaine epidemic was handled properly either. There are still crack addicts and meth addicts, you just don't hear about them as much as you do about opioid addicts.
They're all humans who need affordable treatment options and our compassion instead of our condemnation and judgement. Stop treating addiction like it's a choice. No one in their right mind chooses to destroy themselves. These people are our sisters and our brothers and need our unconditional love and support to try to accept they have a disease and take the steps to confront it.

in the parking lot of the Publix i use, two moms, with infants in the back seat, both overdose 3 weeks ago.
driver overdoses, passenger calls 911, passenger proceeds to get high, overdoses while waiting for 911, citizen from adjacent car takes care of infants during wait.
both girls met in rehab while pregnant.
at least 5-10 similar stories, involving children, from my county since the begginning of the year.
