a) Ryan is revealing himself to be a Nazi or
b) Ryan is using the same image as last speaker of the house. An image which is simply an icon of the Speaker's mace which has been in use since 1842.

However, the Speaker's mace is a mace - a club with which to hit people over the head.
And this particular mace shows the US eagle "shittin' on top of the world".
