Will the world necessarily see a "Colonel Green" in its future?

Currently in the midst of "The Jungle Grows Back" (Kagan) ... and while I'm only about 20% into it, I couldn't help think of the fictional character "Colonel Green" from Star Trek.

So, far it's a great read / listen (audio book) ... and interested to see if the author believes future tyrants are a certain "inevitability" that is unavoidable ... with the question being just a matter of "who"?
