California added over 2.2 million people in the past nine years, about 250,000 people per year.

California presumably is rapidly increasing housing, but presumably not fast enough.

I think it is easier to add housing in a state that starts off pretty empty, like Idaho or Nevada.

Texas too, it has few natural geographic barriers to housing construction, and it also has plenty of water.
