Yes, it should be the bare minimum, but is the context not very heated whereby the cops are trained to stick together and watch each other's backs? How was it not a big deal for cop #2 to break out of this dynamic and physically intervene with the actions of cop #1? Of course it should be the bare minimum in theory, but how many times have you ever seen it played out in reality? In a certain light, this real-time action was far more poignant than any "political action" could ever seek to be ... since it's walking the walk, instead of simply talking & perhaps just paying lip service.

If the link in the OP were just about any in the long list you subsequently provided, I wouldn't have even spoken up ... but to my eyes it's more like a Rorschach test in light of cop #2. I prefer to see the glass as half full in so far as the potential we have vs. summary dismissal of it with entire focus upon the darkness that lurks within all of us. Again, as bad as cop #1 was (possibly even with a seriously bad malicious intent), had there been a different video clip been cited as an example (there are dozens if not hundreds), I'd say yeah ... all of those pictured are not very quick to learn.

We've received a number of questions about this video. It shows officers responding to a *burglary* at the 2nd/Pike Target @ ~1:30 AM on 5/31. Officers had to chip away at the already broken glass windows to safely make entry and arrest the three burglars inside.
Tonight's demonstration downtown marched up to Capitol Hill where it just got declared a riot within the last hour. Lots of looting at various shopping malls in the area today.
“Instead of standing there and teaching a cop when there’s an unarmed person coming at ‘em with a knife or something, shoot 'em in the leg instead of in the heart,” Biden said in an address to black community leaders in Wilmington, Del.

Been around the sun almost 70 times - encountered a bunch of cops over the years. In my experience, only about 10% of cops are evil and want to fuck with you or fuck you up. Another 10% are out to do good and help people. The remainder just want to get through their shift in one piece. OC I'm white, so if you're not your mileage may vary.
We should hold cops to a higher standard of doing the right thing in the moment than the average citizen, because we arm them, but I don't think they can be held to a higher standard of citizenship
