The tanks are just for show. Trump apparently got a hard on watching the French Bastille Day parade with all the tanks and shit and wanted to do the same here. They will be parked because driving tanks down the street has a tendency to tear up the roadways.
If you think something is up because Pence was summoned back to DC, it would probably have more to do with rumors of a possible US or Israeli preemptive strike on Iran's nuclear facilities. Probably just rumors.

Just to add fuel to the fire, the twitters are abuzz with reports of a 4.1 magnitude, shallow depth shock wave in Iran today that some say is consistent with a nuclear weapons test. Mind you Iran is a very earthquake prone country and is said to be still more than year away from being able to make a bomb, but its certainly something that gets the imagination racing.

I'm more annoyed that he would give a speech from the Lincoln Memorial. I hope that he strikes a dignified tone of bipartisan, inclusive, empathetic patriotism fitting of such a setting, but I'm not betting on it. The tanks are just emblematic of what a stupid child he is, but not tienanmen square redux, as some have suggested.
