$6.1 billion surplus looks at what California is obligated to pay this year against what is coming in. That includes payment on the $400 billion debt. I don’t know where you came up with the $400 billion debt but my guess is that is bonds issued for things like building new water storage infrastructure.
No different than carrying a 30 year mortgage.

My Grandpa was his armed driver when he was Gov the first time. I’ve got a picture of him holding me with Linda Rondstadt at her house. I’ve heard one story about Linda and Jerry being pretty stoned when my family went by one time.
