As you saw, the ad mocks Pete by comparing examples of what Biden did as VP with what Pete did as mayor. Two of the examples of Mayor Pete's "accomplishments" were installing pretty "decorative lights" under bridges and repaving sidewalks with "decorative bricks." A common gay stereotype is someone who is really into interior decorations and making things pretty. Totally playing into the whole gay stereotype by suggesting that Pete is much better at picking out wallpaper than more "manly" achievements like taking on Iran or bailing out the auto industry.
