The state of NJ has had "Medical" for a couple years. Current governor Murphy campaigned on Hemp promises but seriously, everyone was sick of the other Pig-Monkey and would have voted in a Hedgehog in a suit...
Lumber, the USDA Extension facility is just around the corner. I will probably visit there a few times this Winter and get to know the current staff.
While the wheels spin on the Hemp legislation, I'm interested in collaborating with them on a Barley project; 2-Row varieties compared to 6-Row in test plots. If they can throw me a little funding, then that will cover some fuel & oil-changes on the Tractors.
There is not much Barley grown in Jerseyland, but I think it's a worthwhile Crop to pursue, and Breweries are popping up like Mushrooms after a Rain.

A somewhat related issue - the legalization of Industrial Hemp (fiber & ground-cover) has been discussed over the last few years.
The nearby USDA Research Facility has some people on board with Hemp-Friendly tendencies.
I could see Fiber Hemp as a boon to Farmers and small Industry in "The Garden State".
Less resource-demanding and destructive toward the Environment compared to the pharmaceutical industry.

I'm interested to see what sort of rules & regs the Garden State will place upon Industrial Hemp seed - stock when that's eventually approved.
Will farmers be forced to plant Monsanto GMO stuff, or be allowed to source Seed from worldwide suppliers ?
