I Wonder How He Defines A "Quality Vote"

He's talking about the quality of the votes, but really this is his perception of the quality of the actual voters.

Arizona has the fourth highest Hispanic population per capita.

Same arguments used during Jim Crow to defend literacy tests. One problem, blacks trying to register got questions like, "Summarize the three branches of the US government as set forth in the Constitution.", a question current AL Senator Tubberville would not be able to answer.

At least the GQP hasn't tried to bring back the poll tax to keep those pesky poor from voting.   Yet.
