The Manhattan district attorney, Cyrus R. Vance Jr., said in a statement that the men “were wrongfully convicted and what happened to them was an injustice.” The five men were elsewhere in the park at the time, an investigation by the district attorney’s office found in 2002.
Personally i don't think that's racist or a 'racist policy' .they also could've found work in Mexico they didn't need to caravan all the way here from south america.it was child abuse at the least what they put their kids through , walking the whole way ..and they new they werent getting in..putting their kids in even worse situation/risk.... if you're being serious dude that is slack.

But if you read John O’Donnell’s book [Trumped! The Inside Story of the Real Donald Trump—His Cunning Rise and Spectacular Fall, written with James Rutherford and published in 1991], Trump talked about how he didn’t want black people handling his money; he wanted the guys with the yarmulkes. He was very much the kind of person who would take people of a religion, like Jews; or a race, like blacks; or a nationality, like Italians, and ascribe to them certain qualities. Blacks were lazy, and Jews were good with money, and Italians were good with their hands—and Germans were clean.
This story from The Atlantic breaks it down pretty well if anyone is interested in a fact-checked, well-researched and thorough analysis of Trump's racism in the past.

Trump has no problem rubbing shoulders with the likes of Don King or Kanye West, but his and his family's disdain for poor black people goes back to the earliest days of the Trump organization and they got into some trouble in the 1970s for Fair Housing Act violations. Similarly, he blatantly uses Islamophobia to fire up his supporters, but then sucks up to the Saudi royal family like nobody's business.
