We started 9 plants indoor in February and after a few days they sprouted and within 10 days moved them outside.
1 is defiantly a male and we want to keep it so we can get more seeds for next year.
The thing is we have topped them 3 times and 6 are budding, heavily.
They are only 2 months old and it is only early April.
The tallest is 14 inches.
We fed them Peters tomatoes food 3 times now.
Any ideas why??

They're triggered to flower
They're triggered to flower by the amount of light that they get or they are auto flowering plants. How much sun do they get?
Take the male out asap, especially if it has already flowered. You'll get nothing but seed sacks w/worthless bud.

Most cannabis plants that are
Most cannabis plants that are not auto-flowering types need 15 hours of light a day or more to grow vegetatively. You don't get that outdoors in most of the U.S. until May. We start our seeds or clones in the closet around Mar. 21 with 15 hours of light. They move to the greenhouse around April 21 but still need lights there to keep them around 15 hours. Around May 21 we move them outside; by that time there are 15 hours of light a day from the sun.

I hear they are triggered by nearby smoked meats. Also footsteps of large football playing children send the plants trembling toward flowering...

You probably put them outside
You probably put them outside too early and the change in the light pattern caused them to go into budding stage prematurely. I have had the same thing happen with at least one plant the past two years. All is not lost. They will make some small buds and then they will "re-veg." During that phase, they might get funny leaves that look nothing like the traditional cannabis fan leaves, and will instead look like spinach. That phase will pass soon enough and the plant will start producing fan leaves again and will be back on track in a solid veg mode until the light cycle switches back in late summer. The two plants of mine that budded prematurely and then went into re-veg went on to mature nicely and got a great second harvest on each.

I want to grow a high-CBD
I want to grow a high-CBD variety in my Portland yard... problem is that we only get 1/2 day sun....should I even attempt it? I don't own grow lights and don't plan on buying any.

LLOLLO - a little is better than nothing. No difference between growing high CBD or high THC. Direct sun and dry air are your best friends but you can always work within your climate.

We put them out on feb 20 with 11 hours 20 min direct sunlight
Today we are at 12 hours 31 min direct sunlight
we did have some cool 45 degree nights in that time. 4 cool fronts to be exact.
one of the plants is 13 inches and has 6 sets of buds half the size of my pinky nail and loaded with red hairs.

Hey Tim, check out this
Hey Tim, check out this webpage on re-veging cannabis plants that start budding prematurely because they were put out too early in solar cycle. The pictures and narrative match my experience and its not necessarily a bad thing:

I haven't tried that but think your biggest limitation would be container size. For my outdoor patio plants, I have used 20 - 30 gallon containers with great success. The smaller the container, the smaller the plant will be. Not sure how big you can go with something on a window sill. Still, as Jonas pointed out in response to Llollo's question about a shady yard, a little is better than nothing.

Herm will still pollinate
Herm will still pollinate your female plants --- get rid of it.
An isolated hermy is great, as 90% of the seeds that it will produce will be female. Though I'm sure there are plenty of zoners that can provide seeds for next season.
Ken-hit the nail on the sill grow. Rule of thumb(and I know plenty of growers can do more and many less) is 1 oz yield per gallon of soil.
