what sort of set up do the authorities have at the entrance to Island State Beach Park to keep people away? they're willing to pay staff to turn people around but not let them on the beach?!

State park police are patrolling the park. They aren't many employees working at that park. There is a small concession stand, a few lifeguards, and a few park police officers.
His motorcade would not have been blocked, but would have provided a photo opp as it traveled down the single lane road on its way to the park.
This park is about 5 minutes from me, and is packed almost every day during the summer. Seaside park and seaside heights stand to benefit from the closure.
The big losers are folks with permits to drive, camp, and fish on the beach. There isn't another area to camp on the beach outside of the park and areas for surfcasting are limited, due to bathers.
