Prop 5 seems off...so if someone is 55 or older and they move from a rundown shack in the boonies with super low taxes to a nice home in a primo location, they pay the same property tax?
5 is an attempt to fix side effects of Prop 13. people who bought nice home in primo location 30 or 40 years ago can't afford to sell and move to a smaller place because their taxes would go up so much. Expensive neighborhoods are full of old people who are house-rich but cash-poor.
