I can't figure out the person's or people's motivation / technique. The Jihadists usually go for maximum casualty #'s like blowing up a bar or mall. These are affecting one or two people at a time. Maybe it's some disgruntled former FedEx worker.
Anyway, they have satellites up there that can read your license plates. You'd think that they could focus on the section of Austin in question, and look back at the recordings the days when stuff blew up.

Why do you care about how it's labeled? Is this about how the government classifies it in some table? Does your county get extra funding if it's terrorism?
What gets funded and what doesn't is a good starting place, or which agencies have jurisdiction and how they interact, guerilla vs terrorist is really just semantics, or is it? We get too hung up on definitions in the propaganda parade following these events (things people take too seriously in terms of following a partisan script, applies more to the school shootings, but...)
I continually see verbal partisan attacks on Hispanics, Blacks, etc, without the backing of credible evidence to make the case (aka, bigotry), so might as well play the white card as a fuck you to all those playing the other side of the race card. He targeted "minorities", so just calling him out on it... as he's not mentally ill in my opinion, he's a domestic terrorist!!!
