The little town of Coburg
The little town of Coburg Oregon, just north of Eugene, was like that for a while with 50% of the town's budget coming from speed traps on I-5. It got so bad, the state legislature got involved and barred the town from enforcing traffic laws on I-5.

In Corvallis, we had officer Cox, who was notorious for busting people for DII's to make quotas, even if they blew a "0".... fucked over a lot of good people (and almost put the entire night life out of biz). Eventually they busted him for it, overturned 150 cases, and fired him... he now lives in Idaho (no surprise), and helps people fight DII's for a living, lol
