Gun violence in Japan is so unheard of that nobody seemed to have a clue what was happening, and no one reacted after the first shot.
If you watch the video, the shooter, who's right behind the victim in broad daylight, blasts one off that sounds like a cannon but misses, and everyone just sort of looks confused for two or three seconds before he blasts away again and completes his mission.
I guess one good aspect of living in a shooting gallery society is that everyone in the USA is diving for cover before the echo of the first shot rings out.
