One of the things that leads me to believe that Judge isn't chemically manipulated is that he was pretty much the same size and build that he is now while playing HS football. He obviously had the raw material to do the things he is doing and with today's training methods, he is just starting to reach his potential.
On top of that, he doesn't exhibit the "roid" arrogance that former juicing players showed on and off the field.
In this day & age "steroids" is a generic term to mean all sorts of chemical enhancements that aren't necessarily actual steroids, and more importantly aren't detectable.
The kid is young so it's harder to imagine he would be using banned substances to help him perform better, but the pressures to succeed at that level are tremendous and the monetary rewards for success are even more tremendous, so especially when HUNDREDS of millions of dollars are in the conversation anything is possible with almost anyone.

If that question is directed at me, I don't think the league lets anyone "pass", but I do think with the vast sums of money involved there are many chemists and such that will always look to put together new substances that boost performance but are not yet detectable, and there are many professional agents and hangers-on (slime) who will push that angle hard (since lots of that money goes their way with little to no risk) and that there are many individual organizations willing to look the other way.
Winning/succeeding in sports is a very addictive thing and at the professional level the pressure to win/succeed is emmence, so naturally no matter how honorable people may be there are many people at many levels of professsional sports who for many reasons become nothing short of desperate to succeed.
And then along comes an answer. Under those pressurized circumstances and with the potential for limitless rewards it's got to be hard to resist.
But then again, every once in a while there are just special athletes who can do amazing things naturally, especially when they're young.
The problem is that when you get to the big leagues EVERYBODY is special and can do amazing things, and that's where the pressure starts.
Sale gets shelled tonite, Pomeranz is gassed, Mookie, Pedroia, Nunez all banged up. Rest of the lineup is garbage. Wouldn't be shocked if they get swept again. Sawx goin' Nowhere.
