It was interesting to read that Grant, in hindsight, saw how overturning 3/5 was actually detrimental in the stage immediately after Reconstruction ended ... in that it allowed southern states to recoup their power and even make substantial gains on the national stage by virtue of having a larger total population tally that equated to more reps in the House, yet at the same time were able to disenfranchise the vast majority of black voters -- if they were to even make it to the polls. 

Same goes for NM, MT, and AK re: low populations; however, the irony I find interesting is how these states offer Native Americans a greater voice by virtue of their proportions being much higher in some of the lesser populated states.  So, there is a certain left-handed justice at work
