Greater Manchester Police said there are a "number of confirmed fatalities and others injured".
The cause of the reported explosion is unknown but the North West Counter Terrorism Unit is treating it as a possible terrorist incident.
BBC Home Affairs Correspondent Daniel Sandford said senior counter-terrorism officers are assembling in London and are liaising with the Home Office.
He said early estimates put the number of fatalities in double figures, although these are not confirmed.
Manchester Victoria station, which is close to the concert venue, has been closed and all trains cancelled. British Transport Police say explosion was in the foyer area of Manchester Arena.

Several news sources are citing police authorities who say that is what likely happened. Bomber blew him or herself up either right outside or inside the entrance as the concert goers were filing out.
This fits with the State Department travel advisory for Europe issued earlier this month. This is just the kind of soft target that is most vulnerable. The suicide bomber did not even need a ticket to the event.

The explosion outside Manchester Arena on Monday night that killed 22 people was a "callous terrorist attack", U.K. Prime Minister Theresa May told the media after chairing an emergency security meeting.
She said that 59 injured people are still being treated in hospitals across Manchester, some of them for life-threatening conditions.
The attack in Manchester following a pop concert was "among the worst terrorism we have experienced in the United Kingdom," May said.
"We know that among those killed and injured were many children and young people," she said.
"We struggle to comprehend the warped and twisted mind that sees a room packed with young children not as a scene to cherish, but as an opportunity for carnage."
The British authorities are aware of the identity of the perpetrator, but are not yet prepared to disclose this information at this point. According to the prime minister, the attacker carried out the explosion on his own and authorities are investigating whether he received any support in preparing the incident.
Police have arrested a 23-year-old man in connection with the attack and ISIS has claimed responsibility but produced no evidence.
May added that police will seek out and bring to justice any others who are involved with the attack. May, who is travelling to Manchester to speak to the authorities on the ground, will chair another security meeting later on Tuesday.

Some people might be surprised. I've worked at venues in Chicago and around Florida. Incidents happen a lot. It was weird to me a lady had one at a Postmodern Jukebox show. They don't allow you to bring a gun in even with a concealed carry permit.

4winds ~ By no big deal I meant that if your permits are in order and you "forget" to leave your gun home at a concert venue you will probably still have problems but those problems are probably not NYC problems like 7 years in prison. And since this can happen outside the security perimeter of any big event, I think the thing to do is arrive early and leave late when the crowds outside are relatively small.

Not really. At some venues, guns are the most identified contraband found. I know of one recent show in NYC that over 40 guns were found. The numbers are higher often in concealed carry states, although many of those places it's no big deal if your permits are in order. In NYC, you usually go directly to Rikers.

Some people might be surprised. I've worked at venues in Chicago and around Florida. Incidents happen a lot. It was weird to me a lady had one at a Postmodern Jukebox show. They don't allow you to bring a gun in even with a concealed carry permit.

4winds ~ By no big deal I meant that if your permits are in order and you "forget" to leave your gun home at a concert venue you will probably still have problems but those problems are probably not NYC problems like 7 years in prison. Some of the other states that person would get a fine and a suspended sentence. Still a big deal, just not as big of a deal.
Sorry if I came across as saying bringing a gun to a concert venue that bif of deal. That was not my intention.
