I read that the Ethics in Government Act of 1978, enacted in the wake of the Saturday Night Massacre, puts certain restrictions on the firing of special prosecutors, but I don't know much about the details. Does it apply in this case?
28 CFR § 600.7(d): The Special Counsel may be disciplined or removed from office only by the personal action of the Attorney General. The Attorney General may remove a Special Counsel for misconduct, dereliction of duty, incapacity, conflict of interest, or for other good cause, including violation of Departmental policies. The Attorney General shall inform the Special Counsel in writing of the specific reason for his or her removal.
But that would be tantamount to Trump signing his own articles of impeachment.
Trump can fire the special council. After Watergate they passed a law that said the President can't fire a special counsel, but then Ken Starr abused the office. He was appointed to look into White Water but decided that a sex scandal was more fun, so in 99 they let the Watergate era law expire.
So technically he can fire Mueller, but I'm pretty sure even the Republicans would move fast to impeach at that point.
