It's a bas relief plaster casting by Sidney Woollett ca. 1900 - Justina's great uncle. It was used to make bronzes, and then hand painted.
It's an image of a pelican, I guess, feeding its young by plucking at its own breast, ala the old myth and Christian symbology.

Nope. They're really good cats (knock on wood!).
With the exception of a little furniture scratching they've never destroyed anything.
They don't even jump onto the counters - at least not when we're watching .
