I think they were going after the AT&T building. Doesn't make sense to park it in front of it unless they were. Those buildings are built to withstand stuff like this. No windows, super solid but that explosion had to do a number on the fiber optics coming into it from the street. They had to shutdown the airport because of communication issues. Service down in the area.
It would have been a much uglier "picture" if it was parked half a block up the street.

This person could have leveled five blocks if they wanted to. To be fair, I haven't seen a picture of the blast crater. I do have a little experience with this sort of thing (but I could be a bit off since I haven't done a post blast in over a decade now.)
