Around here, about half of the homeless population seem to have phones. Prob. the ones that work or get SS. There are programs that take donated phones and give them to homeless people. Often these phones are pay as you go. so you buy minutes as you need and can afford them.

renting a place usually involves first month, last month, and a deposit... which is often over $3,000...

If only phone booths were large enough to comfortably sleep in, they could be the solution to the homeless problem (since all the rational, sane, and very doable solutions will never happen, there's no money in it)
It depends. If they have any government assistance at all like food stamps or medicaid they qualify for what they call obamaphones. They are free and come with a monthly allocation of minutes. They are able to purchase additional minutes. There was a shift over the last year towards smartphones. I don't know how much data they get or if they have to have access to wifi for online usage.
