Thermal underwear (long johns) + Down jacket + insulated gloves + warm hat is a good start if you work outdoors; I like silk/cotton socks under Wool socks.

Tony, I have a friend who's been doing that Polar Bear plunge since the late '90's. He's a lifeguard & even after all these years, I'm still convinced he's out of his mind. I can't imagine what motivates a person to go into the ocean in single digit weather (if not even colder).
