But I will say I've lived in CT since 1984 & can attest to the Litany of Bad CT driving habits. I composed this a few years ago for some out of state consultants @ work who noticed some of these habits:
- Every CT driver MUST have his/her own lane, if there's a 10 lane highway, & 10 CT drivers, each will move out to occupy his/her own lane.
- CT drivers MUST drive next to each other, at the same slow speed, so that no other drivers can pass, either to the left or right. So on the fore-mentioned 10 lane highway, there would be 10 cars all next to each other all going the same too-slow speed so that no one else can pass.
- The left lane on expressways is to be used exclusively for CT drivers to go way too slow. The welcome billboard @ the state border should read: "Welcome to CT, where driving slow in the left lane is a way of life"
- If you dare try to pass a CT driver, they will speed up so that you are then stuck out in the passing lane, & will ride just inside your right-rear blind spot so that you can't get back over in front of them. If you speed up, they will match your speed. If you slow down to let them by, they will slow down to match your speed, so that you are then forced to drive next to them & block any others from passing, as in the above scenarios.
- If you move over out of the passing lane to let a CT driver pass you, they will then drive up next to you & then slow down to match your speed, so that, again, you are now riding next to each other & blocking anyone else from passing. You will also then be boxed in behind the truck trying to climb a hill in front of you.
- CT drivers are, like drivers pretty much everywhere nowadays, glued to their phones. But the additional aggravating factor is that CT drivers will inevitably slow down in the passing lane when climbing a hill or when facing a major highway interchange due to their phone distraction & inability to stop texting even for a minute or 2. This makes CT traffic jams even more Epic, as these "standing waves" of slowdowns last the rest of the day.

I often see this on I-5 in OR. We call it a virtual traffic jam. The jam is real enough, but the cause is apparently non-existent. It could be anything from a hitch-hiker to a parked cop car to a wreck on the other side, but as you say, mass use of devices while driving probably plays a big part.
& yes, Traffic Waves are subject to Intense study by Highway/Traffic engineers. Interesting stuff. Which is why I moved on to designing Buildings in 1992 . . .
