I still don't know why some of these poor states in the south or KY or WV don't beat the rush and bring in lots of cash or schools, roads etc. Ok yes I do know but a missed opportunity for many of them.

Lessening the PERS deficit would be a great thing, but I doubt anyone thought to put that in the allocation system.
